HF 531 – Unemployment Insurance changes
HF 531 makes changes to Iowa’s Unemployment Insurance Program. The bill reduces the benefits available to a claimant when their employer goes out of business; makes changes to the Voluntary Shared Work Plan; and provides that landscaping employers will contribute to the Unemployment Insurance Trust Fund at the same rate as construction employers.
The Senate adopted two amendments. The first disqualifies workers from eligibility for unemployment benefits for misconduct. The bill defines misconduct in the Code using language similar to what is in administrative rules. In addition, the bill enumerates a list (“including to but not limited to” list) of what is considered “misconduct.”
The other amendment requires Iowa Workforce Development to provide electronic confirmation and a confirmation number for an unemployment claim.
